Warren R. Harris President & CEO
Warren R. Harris is an experienced executive
with diverse expertise in corporate, government and higher education environments. Over a 30 year career, he has demonstrated
exceptional leadership capacity with documented success in business development, strategic planning and ensuring compliance
with governmental and institutional regulations. policies, and procedures. Mr. Harris was formerly the Chief Operating
Officer for Teaching Strategies, Inc (TSI); a Washington DC based publishing company. Teaching Strategies develops and publishes
early childhood books, resources, and materials, including The Creative Curriculum R for Preschool.
The Creative Curriculum materials are widely used by Head Start and other early childhood programs nationwide. Prior to joining Teaching Strategies, Mr. Harris was responsible for all
aspects of national program monitoring for the Head Start program, an early childhood development program funded by the U.S.
Department of Health and Human Services. During his tenure at HHS, he led the development and implementation of the monitoring
system (PRISM) used to assess federal program compliance. Mr. Harris designed and delivered training on the instrument and
process to federal staff, reviewers, and program staff. Mr. Harris worked for many years with local Head Start and
Early Head Start programs including American Indian and Alaskan Native programs. This background helped him to obtain
a rich understanding of the challenges in implementing and providing high quality services in isolated areas with
sparse resources and how these challenges and conditions impact organizational structure and dynamics. He is a graduate
of the University of Pennsylvania and the UCLA Anderson School of Management Head Start-J&J Management Fellows Program.
